A major independent review has found "clear evidence of sexism, misogyny, and a culture of misogyny" within the Police Service of Northern Ireland (PSNI). The report, led by Baroness Louise Casey and published in March 2023, concluded that the PSNI is an institution in need of fundamental reform.
The review detailed a workplace where women officers and staff faced bullying, harassment, and discrimination. It highlighted a "boys' club" culture and found that the PSNI's systems for handling misconduct were not fit for purpose, often failing to protect those who reported issues.
In response to the findings, the PSNI's then Chief Constable, Simon Byrne, apologized and acknowledged the report's "damning" conclusions. The report made numerous recommendations for change, calling for a complete overhaul of the force's culture, leadership, and accountability mechanisms.
As of 2026, the PSNI continues to be under scrutiny to implement the recommended reforms. The report's publication marked a significant moment, applying substantial external pressure for the organization to improve its standards and treatment of women.
