Moroccan Minister of National Planning, Urban Planning, Housing, and Urban Policy, Fatima Ezzahra El Mansouri, presented a draft law to reform the legal framework for housing subdivisions, known as lotissements. The proposed legislation aims to address long-standing dysfunctions and stimulate urban investment.
The draft law, presented to the Government Council, seeks to modernize Law No. 25-90 concerning subdivisions, group housing, and land division. The reform is intended to correct accumulated dysfunctions over the past three decades, simplify administrative procedures, and clarify the roles of various stakeholders in the development process.
Key objectives include improving the quality of urban development, protecting the rights of buyers, and accelerating the delivery of infrastructure and public services within new subdivisions. The government cites the need to adapt the legal framework to current urban challenges and to unblock numerous stalled projects across the country.
If adopted, the law would introduce new provisions for project approval, developer obligations, and the management of common areas. The initiative is part of broader governmental efforts to address Morocco's housing deficit and promote organized urban expansion.
