According to a 2020 report by the Moroccan High Commission for Planning (HCP), only 15% of women aged 60 and over in Morocco receive a pension, compared to 37% of men. The gender gap in pension amounts is even starker: women's average pensions are 11.1% of men's, meaning women receive roughly nine times less than men.
The HCP data, cited in a 2021 study by the Moroccan Observatory of Public Finance, highlights that the overall pension coverage rate for the elderly population is only 41%, leaving a majority of Moroccans without retirement income. The disparity is attributed to women's lower labor force participation, informal sector work, and career interruptions due to family responsibilities.
Reform efforts, including the 2023 framework law on social protection, aim to expand coverage to informal workers and improve gender equity. However, as of 2026, implementation remains partial, and the pension gap persists.
