The French Ministry of Industry and Commerce has put forward a draft law aimed at regulating the country's rapidly growing express delivery sector. The proposal, announced on March 27, 2026, seeks to establish a legal framework for an industry that has expanded significantly due to the rise of e-commerce.

The key measure of the draft legislation is the creation of a licensing regime for private delivery operators. Companies would be required to obtain an authorization from the state, valid for five years, to operate. The stated goals are to ensure fair competition, improve working conditions for delivery drivers, and guarantee service quality and security for consumers.

According to the ministry, the sector has seen explosive growth, but this has led to challenges including intense pressure on delivery personnel and varying service standards. The new rules would also mandate that operators provide specific training for their employees and maintain adequate insurance coverage.

The draft law is now open for public consultation until April 17, 2026, before being presented to the Council of Ministers and subsequently to Parliament. The government aims to have the new regulations in force by the end of the year.
