Ukraine and the Netherlands have signed a joint declaration to deepen and systematize their bilateral cooperation, focusing on recovery, security, and justice. The agreement was formalized during a meeting in Kyiv between Ukrainian Deputy Prime Minister for European and Euro-Atlantic Integration Olha Stefanishyna and Dutch Foreign Minister Caspar Veldkamp on April 2, 2026.
The declaration outlines a framework for enhanced collaboration across several key areas, including support for Ukraine's reconstruction efforts, demining, and accountability for war crimes. The Netherlands has been a leading contributor of military and humanitarian aid to Ukraine since the full-scale Russian invasion began in 2022.
"Our cooperation is becoming more systematic, regular, and deeper," stated Deputy Prime Minister Stefanishyna following the meeting. The partnership also encompasses continued Dutch support for Ukraine's path toward European Union membership.
This agreement builds upon existing Dutch initiatives, such as the international coalition for F-16 fighter jet supplies to Ukraine and the country's role as a co-host of the 2025 Ukraine Recovery Conference.
