SINGAPORE – The Urban Redevelopment Authority (URA) has lifted a moratorium on new hotel developments along Upper Circular Road and Beach Road, effective June 20, 2026. The restriction, first imposed in 2023, aimed to manage hotel supply and prevent oversaturation in the area.
According to URA's announcement, the easing allows for new hotel projects, including boutique and heritage-themed properties. The move is expected to revitalize the historic district, known for its shophouses and proximity to the Singapore River.
Industry analysts note that the decision follows a recovery in tourism demand, with international visitor arrivals to Singapore reaching 15 million in 2025, up from 13.6 million in 2024. The area's hotel occupancy rates have stabilized at around 80%.
Developers have expressed interest in converting conserved shophouses into boutique hotels, similar to the 21 Carpenter property, which features a restored Shanghai plaster facade. However, URA emphasized that new projects must comply with conservation guidelines and height restrictions.
