On May 13, 2026, Moroccan Minister of Justice Abdellatif Ouahbi met with Prof. Mayatta Ndiaye Mbaye, Permanent Secretary of the Organization for the Harmonization of Business Law in Africa (OHADA), on the sidelines of the 14th International Forum on the Electronic Apostille Program (e-APP). The forum, held in Rabat, Morocco, focused on advancing digital authentication of legal documents across member states.
During the meeting, Ouahbi and Mbaye discussed the implementation of the e-APP system, which aims to streamline the apostille process through electronic means, reducing bureaucracy and enhancing legal security for cross-border business transactions. Morocco has been a key advocate for digitalizing legal procedures within the OHADA framework.
The 14th e-APP Forum, organized by the Hague Conference on Private International Law (HCCH) and OHADA, brought together legal experts and government officials from over 20 countries. Discussions centered on best practices for electronic apostilles and the integration of digital signatures to facilitate international trade and investment.
Prof. Mbaye commended Morocco's progress in adopting e-APP, noting that the country's experience could serve as a model for other OHADA member states. The meeting concluded with a commitment to enhance cooperation on legal digitalization initiatives.
