She noted that factors such as poverty, mental health issues, and lack of engagement with the curriculum are significant drivers of absenteeism. A 2025 report by the Child Poverty Action Group found that 1 in 5 children in New Zealand live in households that struggle to afford basic necessities, which can affect school attendance.
The government's approach includes increased funding for attendance officers and stricter enforcement of truancy laws. However, critics say this punitive approach may alienate families already facing challenges. The New Zealand Educational Institute (NZEI) has called for more investment in support services, such as school counselors and community health programs, rather than fines or penalties.
International evidence supports this view. A 2023 study by the OECD found that countries with lower absenteeism rates tend to have stronger social support systems and more engaging school environments. In New Zealand, MΔori and Pacific students are disproportionately affected by chronic absence, with rates as high as 70% in some regions, according to 2024 data from the Ministry of Education.
As the government pushes forward with its attendance targets, educators and advocates urge a broader focus on addressing the root causes of truancy. Without tackling issues like poverty and wellbeing, they warn, the targets may be difficult to achieve and could even worsen the problem.
