Morocco's Sectoral Institutes Face Governance Overhaul

Morocco's network of sectoral vocational training institutes, known as Instituts à Gestion Déléguée (IGD), is undergoing a significant governance restructuring. The reform, led by the Office de la Formation Professionnelle et de la Promotion du Travail (OFPPT), aims to enhance the performance and sectoral relevance of the country's vocational training system.

Key to the overhaul is a shift in the composition of the institutes' boards of directors. The government plans to reduce the number of state-appointed administrators and increase representation from professional federations and employers. This move is intended to better align training programs with the evolving needs of the private sector and the labor market.

The reform follows a period of assessment where some IGDs were criticized for inefficiencies and a disconnect from industry requirements. By empowering professional bodies, authorities hope to create a more demand-driven model that can effectively address skills gaps and improve youth employability.

The success of this governance model is seen as crucial for Morocco's broader industrial and economic development strategy, which relies on a skilled workforce to attract investment and boost competitiveness.
