The Moroccan government, led by Minister of National Territorial Planning, Urban Planning, Housing, and City Policy Fatima Ezzahra El Mansouri, has presented a draft law to reform the legal framework governing land subdivisions and housing groups. The proposed legislation, known as Bill No. 34.21, seeks to amend and supplement Law No. 25.90, which has been in place for decades.

The primary objective of the reform is to simplify administrative procedures, reduce approval times for development projects, and address legal bottlenecks that have historically slowed real estate development. Officials argue that the current framework is outdated and contributes to housing shortages and market rigidity.

While the bill was presented to a parliamentary committee, its full legislative journey and final adoption status as of early April 2026 requires further verification from official parliamentary records. The government's stated goal is to unlock land for development, promote affordable housing, and provide clearer rules for developers and local authorities.
