Morocco has implemented a major digital reform for its real estate sector, mandating the full dematerialization of the tax payment certificate required for property transactions. The change is enacted through a joint circular from the Ministry of the Interior and the Ministry of Economy and Finance.
The reform makes the digital certificate, issued via the "Sijil" platform, the sole valid document for proving payment of registration and stamp duties related to property sales. This move aims to streamline administrative procedures, enhance transparency, and combat fraud by eliminating the use of physical, paper-based certificates.
Property sellers must now obtain this digital attestation online before finalizing any sale. The initiative is part of a broader government strategy to digitize public services and modernize the real estate transaction process, reducing bureaucracy and processing times for citizens.
