At the opening of the 17th Ministerial Forum of the African Training and Research Centre in Administration for Development (CAFRAD) on Tuesday in Rabat, Morocco's Minister Delegate for Digital Transition and Administrative Reform, Amal El Fallah Seghrouchni, called for a public leadership in Africa based on skills and merit, according to official statements.
The forum, held under the theme 'Public Leadership and Skills Development in Africa,' brought together ministers, experts, and officials from several African countries to discuss strategies for improving governance and administrative capacity on the continent. Seghrouchni emphasized the need to move beyond traditional models and invest in human capital to meet the challenges of digital transformation and sustainable development.
She highlighted Morocco's experience in administrative reform, including the digitization of public services and the establishment of training programs for civil servants, as a model that could be adapted by other African nations. The minister also stressed the importance of regional cooperation and knowledge sharing to build a skilled and effective public sector across Africa.
The CAFRAD forum, which runs until July 16, 2026, includes workshops and panel discussions on topics such as e-governance, leadership in crisis management, and the role of innovation in public administration. Participants are expected to adopt a set of recommendations to strengthen skills-based leadership in African governments.
