Morocco's government is taking steps to enhance access for very small, small, and medium enterprises (TPME) to public procurement. In a written response to MP Nabil Dakhch of the Haraki group (Popular Movement) in the House of Representatives, Minister of Economy and Finance Nadia Fettah outlined the measures.
The minister highlighted that the 2025 Finance Law includes provisions to simplify procedures and reduce barriers for TPMEs. These include lowering the required bid bond amounts and facilitating access to credit for companies bidding on public contracts.
Fettah also noted that the government is working on a digital platform to centralize public procurement opportunities, making it easier for smaller firms to find and apply for contracts. The platform is expected to be operational by the end of 2026.
According to the minister, these measures aim to increase the share of public contracts awarded to TPMEs, which currently stands at around 30% of the total value of public procurement. The goal is to reach 40% by 2028.
