Morocco's Council of Government, meeting on Thursday, July 9, 2026, approved two draft decrees aimed at regulating the procedures for appointing presidents of public universities and university institutions. The session was chaired by the Head of Government, Aziz Akhannouch.
The decrees are part of the implementation of the framework law on the reform of the higher education system, which seeks to strengthen governance and transparency in the sector. According to official sources, the new rules will establish clear criteria for the selection and nomination of university leaders.
The first decree focuses on the appointment of university presidents, while the second addresses the nomination of directors of university institutions and establishments. Both texts aim to ensure merit-based selection processes.
This initiative follows broader efforts by the Moroccan government to modernize higher education and improve the quality of academic management. The decrees are expected to be published in the Official Bulletin after their final adoption.
