Secretary of State Marco Rubio joined Israel and Lebanon's ambassadors to the U.S. on Friday to announce a framework agreement described as a first step toward peace following months of conflict between Israel and the Lebanese militant group Hezbollah.
The agreement, brokered by the United States, aims to establish a permanent ceasefire and delineate the border between Israel and Lebanon. Rubio stated that the framework includes provisions for the withdrawal of Israeli forces from southern Lebanon and the deployment of the Lebanese army in the region.
Both sides have expressed cautious optimism, with Israeli officials emphasizing the need for security guarantees and Lebanese officials highlighting the importance of sovereignty. The agreement is seen as a significant diplomatic achievement for the Biden administration, which has been pushing for de-escalation in the region.
Details of the framework remain under negotiation, but the announcement marks the first formal diplomatic breakthrough since the conflict escalated in late 2023. The United Nations Interim Force in Lebanon (UNIFIL) is expected to play a role in monitoring the ceasefire.
