A key issue is the reliance on outdated land registries, which often lack the precise, up-to-date information needed to accurately identify and tax eligible plots.

According to reports from the French Senate and local government associations, many town halls lack the specialized software and digital tools required to cross-reference ownership data with urban planning zones. This administrative burden is particularly heavy for smaller communes with limited resources.

The complexity of the tax's calculation, which depends on the land's location and its inclusion in areas designated for development within local urban plans (PLUs), further complicates enforcement. Critics argue these technical limitations undermine the policy's effectiveness in encouraging the development of vacant land.

While the tax has been part of French law for years, its application remains uneven across the country. The government has acknowledged the need for modernization but concrete solutions to streamline the process for local authorities are still in development.
