The framework is designed to complement existing EU efforts to combat smuggling, such as the European Border and Coast Guard Agency (Frontex) and law enforcement cooperation through Europol.
The proposal requires approval from the European Council and the European Parliament before it can take effect. EU officials emphasized that the sanctions would be applied in a targeted manner to avoid harming legitimate humanitarian assistance to migrants.
