The Regional Trial Court (RTC) of Bacoor City in Cavite has issued arrest warrants against a London-based Italian national and two Filipino co-accused on charges of serious illegal detention and large-scale illegal recruitment. The cases were filed by the Department of Justice (DOJ) following an investigation into alleged trafficking and labor exploitation activities.
The Italian national, identified in court documents, is accused of operating a scheme that lured Filipino workers with false promises of overseas employment. Victims were allegedly detained and subjected to exploitative conditions. The two Filipino suspects are accused of acting as recruiters and facilitators in the operation.
The DOJ's Task Force Against Illegal Recruitment coordinated with the National Bureau of Investigation (NBI) in building the cases. Authorities noted that the suspects remain at large, and coordination with international law enforcement may be pursued given that one accused is based in the United Kingdom.
Large-scale illegal recruitment under Philippine law is considered an offense involving three or more victims and carries severe penalties, including life imprisonment. Serious illegal detention, when combined with recruitment fraud, can result in compounded charges under the Revised Penal Code and the Migrant Workers Act.
