The Lesedi Local Municipality in Gauteng is challenging a High Court ruling that found its property rates tariff increases for the 2023/2024 financial year to be unlawful. The municipality filed an application for leave to appeal the judgment handed down by the Johannesburg High Court in February 2026.

The court had ruled that the municipality failed to follow proper public participation processes before implementing the tariff hikes. The legal challenge was brought by the Greater Germiston Ratepayers Association, which argued the increases were invalid.

In its appeal papers, the municipality contends the court erred in its findings regarding the procedural requirements. Municipal officials argue they complied with the necessary legislation, including the Municipal Property Rates Act.

The outcome of the appeal could have significant financial implications for the municipality's budget and service delivery. The case highlights ongoing tensions between local governments and ratepayer groups over funding and governance in South Africa.
