A €100 million plan to partially demolish and rejuvenate the St Stephen's Green shopping centre in Dublin has been stalled by a third-party appeal to An Coimisiún Pleanála, the national planning body. The appeal was lodged by Oliver Donoghue, an objector based in Athlone, County Westmeath.
The development, proposed by the centre's owners, involves demolishing the current roof and replacing it with a new one, as well as adding a new entrance on the south side of the building. The shopping centre, described as an 'iconic landmark', has been a fixture of Dublin's retail landscape since its opening in 1988.
Donoghue's appeal challenges the decision by Dublin City Council to grant planning permission for the project. The appeal was submitted on 28 April 2026, according to planning records. An Coimisiún Pleanála is expected to make a decision on the appeal within 18 weeks.
The project aims to modernise the centre, which has faced increased competition from other retail developments in the city. The owners have stated that the rejuvenation is necessary to secure the centre's long-term viability.
