Singapore has tabled new legislation to establish a legal framework for handling incidents on the upcoming Johor Bahru-Singapore Rapid Transit System (RTS) Link. The Cross-Border Railways Bill was introduced in Parliament on Tuesday, April 7, 2026.

The bill outlines protocols for cooperation between Singapore and Malaysia in managing emergencies, accidents, or security threats on the 4km rail link connecting Woodlands North station in Singapore to Bukit Chagar station in Johor Bahru. It specifies the jurisdictional responsibilities and coordination mechanisms between authorities from both nations.

According to the legislation, a joint committee comprising representatives from both countries will be established to oversee the implementation of these protocols. The RTS Link, which is scheduled to begin operations by the end of 2026, is expected to significantly ease congestion on the existing causeway.

The introduction of this bill follows the bilateral agreement signed between Singapore and Malaysia to develop and operate the RTS Link, a key infrastructure project aimed at enhancing connectivity in the region.
