Party-list Representative Arlene Brosas of Gabriela Women's Party has called on local government units (LGUs) to strengthen safeguards for communities, particularly indigenous peoples, amid reports of abusive and violent behavior by tourists in the Philippines. In a statement on May 17, 2026, Brosas cited incidents in Palawan and other tourist destinations where locals, including indigenous women, faced harassment and exploitation.
Brosas urged LGUs to enact ordinances requiring tourist orientation on local customs and penalties for misconduct. She also called for the Department of Tourism (DOT) to enforce stricter guidelines for tour operators and accommodations. The DOT has yet to issue a formal response as of this report.
Indigenous rights groups have long raised concerns about cultural commodification and disrespect in tourist-heavy areas. The National Commission on Indigenous Peoples (NCIP) has previously recommended community-based tourism models that prioritize consent and benefit-sharing.
Brosas emphasized that tourism development must not come at the expense of vulnerable communities. She plans to file a resolution in the House of Representatives to investigate reported abuses and propose legislative remedies.
