On April 26, 2026, the National Office of Agricultural Council (ONCA), the Office for Development of Cooperation (ODCO), and the Moroccan Confederation of Agriculture and Rural Development (COMADER) announced a tripartite partnership to revitalize and support agricultural cooperatives in Morocco. The agreement, signed in Rabat, aims to strengthen the structuring and competitiveness of these cooperatives, which are key to the country's agricultural strategy.
Under the partnership, ONCA will provide technical advisory services to cooperative members, focusing on modern farming practices and market access. ODCO will oversee the legal and administrative structuring of cooperatives, ensuring compliance with national cooperative laws. COMADER will facilitate networking and representation, linking cooperatives with broader agricultural value chains and policy dialogues.
The initiative targets over 10,000 agricultural cooperatives currently registered in Morocco, many of which face challenges in management, financing, and market integration. A pilot phase will begin in the regions of Fès-Meknès and Marrakech-Safi, with plans to expand nationwide by 2027. The partners have committed to training 500 cooperative leaders in the first year.
This collaboration aligns with Morocco's Generation Green 2020-2030 strategy, which prioritizes the modernization of the agricultural sector and the empowerment of smallholder farmers. The partnership is expected to improve income stability for cooperative members and enhance the export potential of Moroccan agricultural products.
