Morocco has been ranked third in the Middle East and North Africa (MENA) region for the transparency of its national budget, according to the latest Open Budget Survey (OBS) released by the International Budget Partnership (IBP). The 2025 survey, which assesses how governments make budget information publicly available, gave Morocco a score of 53 out of 100, placing it behind only Jordan and Tunisia in the regional ranking.

It evaluates whether governments provide the public with timely, comprehensive, and useful budget data. Morocco's score of 53 represents a moderate level of transparency, indicating that the government provides the public with some budget information but could publish more detailed documents.
Globally, Morocco's score placed it 58th out of the 125 countries assessed. The IBP report noted that Morocco provides substantial pre-budget and enacted budget information to its citizens. However, it highlighted that the availability of the Mid-Year Review and the Year-End Report could be improved to strengthen oversight and public engagement.
Budget transparency is considered a cornerstone of good governance, as it allows citizens to track public spending and hold their governments accountable. The IBP advocates for all countries to achieve a minimum score of 61, which indicates the provision of sufficient information for informed public debate.
