The minister emphasized that organized begging networks operate in many cities, using individuals to solicit money on the streets. She called for a collective responsibility to stop giving money directly to beggars and instead direct donations to official charities and social programs.
Ben Yahia's remarks come amid ongoing government efforts to combat begging and protect vulnerable populations. The ministry has launched awareness campaigns and strengthened social assistance programs to address the root causes of poverty and exclusion.
