Mali and Morocco have signed a cooperation agreement establishing 300 scholarships for Malian students and easing travel procedures between the two nations. The deal was formalized on April 17, 2026, in Bamako by Malian Minister of Higher Education Amadou Keita and Moroccan Minister of Higher Education Abdellatif Miraoui.
The agreement aims to strengthen educational and scientific ties, with the scholarships covering various academic levels. It also includes provisions to simplify visa and travel processes for students and academics.
The deepening partnership has drawn a critical response from Algeria, Mali's neighbor and a regional rival of Morocco. Algerian officials have expressed concern over the growing influence of Rabat in the Sahel region, viewing such bilateral agreements as undermining broader regional solidarity.
This development occurs amidst ongoing diplomatic tensions between Algeria and Morocco, which have had severed relations since 2021. Analysts note that Mali's pivot towards Morocco reflects its current foreign policy alignment and could further complicate the geopolitical landscape in North and West Africa.
