Kenya's Cabinet has approved an agreement allowing Rwanda to transport 40,000 metric tonnes of fuel through the Port of Mombasa and Kenya's pipeline infrastructure, according to a statement from the Cabinet Office on July 28, 2026.
The move is expected to strengthen regional trade and enhance Kenya's role as East Africa's logistics hub. The fuel will be shipped to Mombasa and then transported via the Kenya Pipeline Company network to the Kenya-Uganda border for onward delivery to Rwanda.
This agreement follows a memorandum of understanding signed between Kenya and Rwanda in 2024 to deepen energy cooperation. The transit arrangement is part of broader efforts to reduce fuel costs in landlocked Rwanda, which currently relies on road transport from Tanzania and Uganda.
Kenya's Energy and Petroleum Regulatory Authority confirmed that the transit volumes represent a small fraction of Kenya's total fuel imports, which exceed 5 million metric tonnes annually. The deal does not affect domestic fuel supply or pricing, officials said.
