The rule is designed to prevent players from hiding verbal abuse or offensive language during heated exchanges on the field. According to IFAB, covering the mouth can be used to conceal insults or discriminatory remarks, undermining the integrity of the game.
The new regulation will take effect from the start of the 2026-27 season. It applies to all levels of football, from professional leagues to amateur matches. Referees will have the discretion to issue a yellow card as a warning or a red card for a direct dismissal, depending on the severity of the incident.
