Gabonese students who completed vocational training at Morocco's Office de la Formation Professionnelle et de la Promotion du Travail (OFPPT) have reported waiting up to ten years for promised employment or certification, according to multiple testimonies collected by local media in 2025 and 2026.
The graduates, who studied fields such as tourism, IT, and mechanics under a bilateral agreement between Gabon and Morocco, say they were assured of job placements or further training upon returning to Gabon. Instead, many have been stuck in unpaid internships or informal work, with no clear pathway to formal employment.
In February 2026, Gabon's Ministry of Vocational Training acknowledged the delays, citing administrative bottlenecks and a lack of coordination with Moroccan authorities. The ministry pledged to review the program and expedite certification for affected graduates, but no concrete timeline has been provided.
Human rights groups in Libreville have called for urgent action, noting that the situation has left hundreds of young Gabonese in precarious conditions, unable to use their skills or earn a stable income. The OFPPT program, once seen as a gateway to professional success, has become a symbol of bureaucratic failure.
