The European Bank for Reconstruction and Development (EBRD) has approved a €250 million sovereign loan to Morocco's National Office of Electricity and Drinking Water (ONEE) to support a program modernizing drinking water infrastructure. The loan, announced on July 28, 2026, aims to reduce water losses and improve service quality in several regions.
The project includes rehabilitating water distribution networks, installing smart meters, and upgrading pumping stations. It is part of Morocco's National Water Program 2020-2027, which seeks to address water scarcity exacerbated by climate change. The EBRD stated the loan will help Morocco achieve its goal of reducing water losses from 30% to 20% by 2030.
This is the EBRD's largest single water sector investment in Morocco to date. The bank has invested over €4 billion in the country since it began operations there in 2012, with a focus on green infrastructure and sustainable resource management.
