The European Commission has designated OpenAI's ChatGPT and Roblox as Very Large Online Platforms (VLOPs) under the Digital Services Act (DSA), subjecting them to the strictest content moderation and transparency rules. The decision, announced on July 30, 2026, follows a review of user numbers and platform risks.
Under the DSA, platforms with over 45 million monthly active users in the EU must conduct annual risk assessments, implement measures to mitigate illegal content and disinformation, and allow external audits. ChatGPT and Roblox now join a list that includes Meta, Google, and TikTok.
For ChatGPT, the EU cited concerns about generative AI's potential to spread misinformation and manipulate users. Roblox, popular among children, faces scrutiny over child safety and user-generated content moderation. Both platforms must comply within four months or face fines of up to 6% of global annual revenue.
OpenAI and Roblox have stated they will work with regulators to meet the requirements. The designations mark a significant expansion of the DSA's reach into AI and gaming platforms.
